What is the Annual Action Plan?
The City of Hickory will receive approximately $335,181 in 2010 through the U.S. Department of Housing and Urban Development and approximately $132,000 in program income for a total of $467,181. Funds will be used to develop stronger communities by providing decent housing, creating suitable living environments, and expanding economic opportunities, principally for people of low and moderate incomes.
The Annual Action Plan is a yearly update to the City of Hickory's 5 Year Consolidated Plan. The Consolidated Plan is a 5-year strategic vision for housing and community development needs within the City. The Annual Action Plan sets priorities among these needs and sets out the action plan for use of available funds on a yearly basis. This provides for flexibility in determining priorities as the needs of the community change from year to year.
The Annual Action Plan will be submitted to the U.S. Department of Housing and Urban Development on May 15, 2010 as the City's strategy for administering 2010 federal funds for community development and housing.

What programs are guided by the plan?
Community Development Block Grant Program. Funds help local governments improve deteriorating residential neighborhoods, support public services, install water and sewer facilities for residential areas or to job-creating industrial sites, and provide loans to large and small businesses. Up to $335,181 will be available with approximately $132,000 in program income for a total of $467,181. Also, $15,000 in Rental Rehabilitation program income and $1,000 in HOME funds are available for a combined total of $483,181.
What is the purpose of this hearing?
This hearing provides you the opportunity to express your ideas about community development in the City of Hickory. The focus will be on the City's needs in housing, public facilities, and economic opportunities for its citizens. Information will be provided on the amount of assistance available in federal funds and the range of activities that will be undertaken. Your comments on the needs that should be addressed and how the City's programs should meet those needs will be considered as the City develops its Consolidated Plan for submission.
A copy of the City's Annual Action Plan will be available for the public beginning April 6, 2010 in the Planning Department at the Julian G. Whitener Municipal Building, 76 North Center Street, for a 30 day comment period. Persons wishing to comment at the April 6, 2010 public hearing must bring a written copy of their comments for the record. Those unable to attend may submit written statements no later than May 6, 2010 to - Community Development Department, City of Hickory, 76 North Center Street, PO Box 398, Hickory, NC 28603. The City's plan for providing opportunities for participation is available upon request and will be presented at the public hearing for comment.
